Martyn’s Law Readiness: When it matters, every team needs to hear it, and act on it
We design, build and maintain the connected communication, alerting and control systems that turn your evacuation, invacuation and lockdown procedures into coordinated action; connecting people, teams and technology across your entire site.
You already know why Martyn’s Law exists and what it asks of you. The harder question is whether your current systems can deliver; whether an instruction reaches every team member, in every building, in the seconds it matters, and whether you can prove it afterwards. That’s the part we specialise in.
Why organisations bring us in

We find your communication gaps
A full site survey identifies signal dead spots and the layout, materials or distance that weaken coverage, so you know what to keep and what needs to change.

We connect your systems, not just your devices
Handheld devices, alerting and control-room platforms working as one, so operators can message defined groups instantly, monitor active equipment, and pull lone workers and contractors into the same response.

We build in an evidence trail
Voice, data and alert traffic recorded automatically, giving you a clear account of how communications performed in an exercise or a real incident.

We design for resilience, not assumption
If public mobile and 4G/5G coverage can’t be trusted when it counts, we assess and build a dedicated network as the alternative.

We stay on it
Our engineers install, maintain and test the system for the life of your site.
We’re not here to sell you equipment. We’re here to design the communications layer your response plan depends on.
Standard and Enhanced Tiers
Martyn’s Law (the Terrorism (Protection of Premises) Act 2025) applies to publicly accessible premises expecting 200+ people at once; in force spring 2027.
The law includes standard and enhanced tiers based on your attendance thresholds:
| Tier | Treshold | Requirement |
|---|---|---|
| Standard | 200–799 people |
Evacuation, invacuation, lockdown, communication |
| Enhanced |
800+ people |
Standard duties, plus monitoring, movement, physical security, a senior responsible individual |
Note: A publicly accessible event can fall within the enhanced tier when at least 800 people are expected and entry is controlled through tickets, passes, membership or invitations, even if the premises are not usually subject to the enhanced tier.
Childcare premises, schools, further-education settings and places of worship remain in the standard tier regardless of attendance numbers.
Why CSE Crosscom
Communications is the one part of a response plan that must work under pressure, not just on paper. That takes more than the right equipment. It takes an integrated system where coverage, devices, alerting, control-room workflows and people work together, backed by the testing and maintenance needed to keep it operational.
It’s what we do across education, retail, hospitality, healthcare and stadium/event estates already; Martyn’s Law just makes the requirement explicit.

A site survey tells you, in practical terms, what’s already fit for purpose and what isn’t, before spring 2027, not after.
